a virus or a third party application has changed the default behavior of opening exe files
if you try to open an exe file you get an "Runtime error" or "Access denied" or "Cannot Run Exe files"
Solution:
go to Start, Run and type in command.com
type c:, type cd\, type cd windows, type copy regedit.exe regedit.com, type regedit.com
Navigate to: HKEY_CLASSES_ROOT\exefile\shell\open\command
edit the default Value (Standard) REG_SZ by double-clicking it to "%1" %*
