Hi... I understand that 802.11r has no impact without enterprise authentication, and k and v only works with beacon support tables (that should be provided with usteer), even disabling bss transition disables v support... So are you working without any roaming protocol? You disabled all roaming options in openwrt roaming advanced tab?
My experience is that simply enabling "802.11r Fast Transition" without 802.11k/v works well with all devices, and 802.11k/v works well on most devices. Even though 802.11k/v supports roaming in theory, I couldn't see any difference in practical behavior. I think this is mainly because the devices themselves are responsible for switching from one hotspot to another. It is important to note that 802.11r shortens the authentication process and therefore there is no noticeable interruption when switching.
